The Race Horse Development and Gaming Act of 2004, Act 71, authorized a total of 61,000 slot machines for operation at the 14 Pennsylvania casino locations. The licensees of seven racetrack facilities and five stand-alone casinos were authorized to operate up to 5,000 slot machines per location along with 500 slot machines at two resort locations in the Commonwealth.

The breakdown of slot machines authorized for each category of casino operator under Act 71 is as follows:

Category 1 – Horse Racing Facilities ( 7 Licenses x 5,000 slot machines )
Category 2 – Stand Alone Facilities ( 5 Licenses x 5,000 slot machines )
Category 3 – Resort Facilities ( 2 Licenses x 500 slot machines )

Slot Machines

Slot machines are popular with PA casino patrons because they are simple to learn and easy to play. However, it is not uncommon to become confused by the variety of machines offered at the Pennsylvania casinos.

Here are some helpful tips to consider before playing any slot machine:

1. Choose a slot machine that you are comfortable with. You can choose a slot machine based on the denomination per play ranging from 1 cent to $100.00, progressives, potential jackpot or winnings, slot machine theme, location within the casino, etc.

2. Understand the payout schedule. You need to know how you can win and how much you can win. Know what combinations of symbols you need to win and what the payout will be for those combinations. This information is most often posted at the top or somewhere else on the machine.

3. Consider your bet. You may know the minimum bet but you should know the maximum bet amount as well. The only way to win the biggest jackpot is to bet the maximum amount on each and every spin. If you are not comfortable doing so, you may want to reconsider your choice at this time.

4. When you are ready to play, you insert your money or other method of payment to get started. Many slot machines at the PA casinos feature Ticket-In-Ticket-Out technology which makes playing clean, coinless and convenient. Almost all slot machines give players the choice of either pulling a lever or pushing a button to start the game.

5. When the reels finish spinning, you’ve either won or lost. If you’ve won, you have the option to cash out or keep playing with the credits. If you’ve lost, you will need to decide if you want to continue playing at the same machine. Most players insert more money than needed for one play so they can continue without having to load additional money.

Electronic Table Games

Electronic Table Games were introduced to Pennsylvania casino consumers in April 2007. These electronic games mimic actual casino table games through interaction with a dealer and among players. However, odds of winning are random for all players with no player’s decision affecting another player’s odds. This aspect was a key factor for regulatory approval of electronic table games by the Pennsylvania Gaming Control Board.

Electronic table games are programmed with the ability to play multiple games. Most have five player capacity with players sitting in a half-circle facing the electronic dealer who deals cards in front of each player’s seat on a large video screen. Casino patrons enjoy the social camaraderie of electronic table games because players can interact with the dealer and each other as they would at a regular casino table game.


Electronic table games include Blackjack, Three Card Poker and Roulette.


Live Table Games Are Coming To Pennsylvania!

Governor Edward Rendell signed a bill on January 7, 2010 legalizing table games for casinos in Pennsylvania. Types of games to be offered include blackjack, poker, craps, baccarat, roulette and others. Racinos and stand-alone casinos will be allowed up to 250 tables and 50 for smaller resort casinos. Regulators have estimated that it will be at least six to nine months before table games are up and running. Also included in the table games bill was a third resort casino license which will be available in 2017.



Casino table games are projected to create thousands of new jobs and make Pennsylvania’s gaming facilities more competitive with casinos in other states. The legislation which amends the five-year old law legalizing slot machines also permits casinos to host table game tournaments and sets aside $3 million a year for gambling addiction and treatment programs.
