The Pennsylvania Race Horse Development and Gaming Act of 2004, also known as Act 71, designated two (2) stand-alone casino licenses for the city of Philadelphia. The first Philadelphia casino license was awarded to SugarHouse Casino which opened on September 23, 2010.

The deadline for submitting an application for the second license was November 15, 2012. After a thorough vetting process, the Pennsylvania Gaming Control Board will select the winning applicant to operate up to 5,000 slot machines and 250 table games after paying one-time fees of $50 million for a slots license and $16.5 million for a table games license.
